(R68) Title: Separate NCX from Digital Talking Book spec

Description:

Separate the NCX specification from the DTBook spec and develop it independently, probably in partnership with IDPF.

Rationale:

Because the NCX is now an important component of IDPF's OPS 2.0 specification, I recommend that it be separated from the Digital Talking Book specification and developed independently, probably within IDPF or OASIS. Several advantages: 1) This will lessen the burden on the continual evolution of Digital Talking Book spec. DTBook simply references NCX. 2) It will bring NCX more into the mainstream, thereby benefitting the accessibility community over time. 3) Related to #2, further development in/with IDPF combined with invitation of a variety of groups (outside of accessibility) to contribute to the updated spec will further aid in getting NCX to be used in other specifications besides DTBook and OPS. Getting more people involved will improve the spec.

Note that I made the possibility of this interrelationship between this item, r68, and R37, regarding making NCX content and context agnostic, clear in an email to Jon Noring. I sent this email on 2008_03_11.
