Update to support ANSI/NISO Z39.86-2005 DTBs

Goals

Main goals are:

• update ZedVal to support the ANSI/NISO Z39.86-2005 specification
• maintain backwards compatibility with the ANSI/NISO Z39.86-2002 specification, allowing validation of both types of DTB simultaneously
• see further 200506 thinktank

Charter

[20060120:] Due to illness and parental leave, the original charter (stating release by end of 2005) has been delayed. Expecting beta release by June 2006.

ZedVal is licensed under an open source license (LGPL), where access to and the rights to use binaries and source code is not dependent on for-profit/non-profit status of the deploying/participating organisation.
