WIPO Treaty for Improved Access for Blind, Visually Impaired and other Reading Disabled Persons: World Blind Union Proposal
On July 24-25, 2008, the World Blind Union and KEI convened an expert group to consider a possible treaty for blind, visually impaired and other reading disabled persons. The World Blind Union has submitted a proposal for a WIPO Treaty for Improved Access for Blind, Visually Impaired and other Reading Disabled Persons. The two main features of the proposed treaty include providing a minimum standard for limitations and exceptions for the blind and visually impaired, and allowing and encouraging the import and export of works in accessible formats. The biggest beneficiaries of the treaty will be blind and visually impaired persons living in developing countries, as they will have far greater access to works currently only available in high-income countries.
