Dear Greg,
When project is openned, phrases and sections are loaded from xml project file of Obi. It looks that this problem comes from xuk parsing in sdk.
If your project is small in size, it will be very helpful if you can send it to obi.feedback@gmail.com
You may send stack trace instead but I dout that complete exception trace will be visible because, most of time, details for these are there in inner exception, which is not visible on exception message.

Solution found
I found the soulution to this issue. It had to do with using Obi in a virtual machine. YOu must make sure you are opening the files from a drive letter assigned drive and not from a server mount like \\host\directory
