I'm promoting this to "Proposed Resolution" -- that proposed resolution is "Dismissed". With an eye to addressing "spec integration" (not physical integration) when resolving the "Tie the three specs to EPUB" issue.

I tend to think "no," as the motivation for having three specifications was to allow the various pieces to be used by other standards bodies. E.g. OPF used by Daisy, OCF could certainly be used (perhaps with slight modifications) to package other types of collections.
I'm going to post another issue, along these lines... that these three specs should be tied together as "EPUB" in a shared introduction.
