Consider supporting CSS2 "quotes" property

Although OPS is listing it as "non-normative" element, short quotation "q" is part of the XHTML 1.1 "text" module.
Please consider adding to www.idpf.org/2007/ops/ops2.0/download/#TOC3.3 , under "Generated Content" set of properties, support for "quotes" property as it is described in CSS2 spec.
Why? Short quote element, combined with "quotes" CSS2 property, seems to be the best way to handle (nested) quotation marks.

To be moved to "Future direction" -- I'd even say "future good direction."
